The Human Resource University was formerly established as Institute of Human Resource Development (IHRD) in May 1998 by three founders, namely H.E Dr. SENG Phally, H.E Dr. EK Monosen and H.E OK Sophea. IHRD has been providing specialist training of short-term courses for three to six months and one year period in major subjects such as: accounting, marketing, management and leadership, administrative affairs and secretarial skills as well as foreign languages. In response to socio-economic development and to meet the needs for academic research and quality of education, the institute was promoted to the Human Resource University (HRU) by Sub-decree No 41 S.P of the Royal Government of Cambodia, dated on 21^st February 2005. The Human Resource University (HRU) has a graduate program (Master’s and PhD’s Degrees) and five faculties for undergraduate programs, namely the Faculty of Art, Humanity and Languages, the Faculty of Science and Technology, the Faculty of Social Science and Economics, the Faculty of Business Administration and Tourism, and the Faculty of Law and Political Science. Currently, HRU is offering short courses, associate, bachelor, master and doctoral programs in various fields of study, Marketing, Accounting, Accounting and Finance, Banking and Finance, Hotels and Tourism, Teaching English as a Foreign Language, English for Professional Communication etc.

HRU is a well-known and popular higher education institution in Cambodia with its recognition from the Accreditation Committee of Cambodia as a high quality education institution. There are more than a thousand new enrollments to HRU every year; up to 2018 the number of graduates from the university is approximately to thirty-seven thousands and there are 6.500 students are currently studying on the campus.

Human Resource University has established and inaugurated the new and modern building in the central of Phnom Penh Capital City. The building of the university has 12 floors, which can accommodate approximately 20,000 learners, offices and classrooms equipped with modern facilities and comfortable air-conditioners, a large library, different kinds of labs and a canteen.
