History of HRU
The Institute of Human Resource Development (IHRD) started its operation by a recognized letter No. 361 N., dated May 15, 1998, from the Ministry of Interior, in the framework of a non-governmental organization providing specialist training of short-term courses for three to six months and of one-year period in various fields of study, accounting, marketing, management and leadership, administrative affairs and secretarial skills as well as foreign languages.
IHRD was authorized to provide advanced skills training (Associate Degree) for a two-year program through Prakas No. 738 MoEYS.P., dated October 1, 2001, from the Ministry of Education, Youth and Sports. This specialist skills training program was mainly focused business administration in major subjects such as: accounting, marketing and business administration.
It was authorized to provide two-years training program, as Associate Degree in English Language, through Prakas No. 02 MoEYS.P., dated January 3, 2003, from the Ministry of Education, Youth and Sports. Once again, IHRD had been encouraged to extent it’s educational and training programs and to provide undergraduate program in many fields of study within three faculties: the Faculty of Business Administration, the Faculty of Law and Economic Sciences and the Faculty of Education which is recognized by Ministry of Education Youth and Sports through Subdecree No. 01 S.P., dated January 9th, 2003.
It was registered as a member of the Cambodian Higher Education Association.
IHRD was promoted and upgraded to Human Resources University by Subdecree No. 41 S.P., dated February 21, 2005, of the Royal Government of Cambodia. The Human Resource University (HRU) has a graduate program (Master’s and PhD’s Degrees) and five faculties for undergraduate programs, namely the Faculty of Art, Humanity and Languages, the Faculty of Science and Technology, the Faculty of Social Science and Economics, the Faculty of Business Administration and Tourism, and the Faculty of Law and Political Science.
The management of HRU always has strong commitment to build culture of quality education in the university. As result, we have subsequently obtained full accreditations for the assessment of Foundation Year Program and a provisional accreditation on quality assessment of the Higher Education Institution from the Accreditation Committee of Cambodia (ACC) in 2005-2006 (please noted that up to the present only provisional accreditation certificate is awarded to higher education institutions in Cambodia). Human Resource University has become a well-known and popular higher education institution in Cambodia, with full recognition and strong support from Ministry of Education Youth and Sports (MoEYS) as a high quality educational institution.
