Background of Human Resources University

Human Resources University is a well-known and long-established higher education establishment among private higher education establishments and was first founded using the Institute of Human Resources Development as its foundation.

The Institute of Human Resources Development is a local non-governmental organization [which was] established by three founders, namely: Mr. SENG Phally, Mr. EK Monosen and Mr. OK Sophea, with a capital loan of 1,900 US dollars and by renting a small apartment as a workplace to operate its educational training of short-term courses for poor people and students based on a non-profit principle. The institute has subsequently developed and progressed as follows:

- In 1998, its operation started through letter No. 361 N., dated May 15, 1998, from the Ministry of Interior, in the framework of a non-governmental organization providing specialist training of short-term courses for four to six months and of a one-year period [in subjects] such as: accounting, marketing, management and leadership, administrative affairs and secretarial skills as well as foreign languages;
- In 2001, it was authorized to provide advanced skills training (Associate Degree) for a two-year period through Prakas No. 738 MoEYS.P., dated October 1, 2001, from the Ministry of Education, Youth and Sports, on specialist skills training [in subjects] such as: Accounting, Marketing and Business Administration;
- In 2003, it was authorized to provide advanced skills training (Associate Degree) in English Language for two years through Prakas No. 02 MoEYS.P., dated January 3, 2003, from the Ministry of Education, Youth and Sports;
- In 2003, it was authorized to provide undergraduate training through Subdecree No. 01 S.P., dated January 9, 2003, on the training of three faculties: the Faculty of Business Administration and tourism, the Faculty of Arts, Humanities and Languages, and the Faculty of social sciences and economics;
- In 2005, it was transformed into a university, entitled the “Human Resources University” [which it has remained] to date through Subdecree No. 41 S.P., dated February 21, 2005, of the Royal Government of Cambodia, by adding the training on two more faculties, the Faculty of Law and Political Science and the Faculty of Sciences and Technology, as well as providing training up to Master’s Degree level;
- In 2008, it expanded its training level up to Doctorate through Prakas No. 51 MoEYS.P., dated January 15, 2008, from the Ministry of Education, Youth and Sports;
- In 2005, it received a provisional accreditation certificate from the Accreditation Committee of Cambodia (ACC) for the academic year 2005–2006. Please note that this was the first pilot process of quality evaluation of the Accreditation Committee of Cambodia on higher education establishments in Cambodia. Therefore, any higher education establishment providing quality training also obtained a provisional accreditation certificate from the Accreditation Committee of Cambodia;
- In 2007, it obtained its full-accreditation certificate from the Accreditation Committee of Cambodia for the academic years to date;
- And in 2004, it was registered as a member of the Cambodian Higher Education Association. Thank you!

Vision
The Human Resources University has a vision to become “a higher education establishment that is nationally and internationally accredited in terms of superiority in management, research, teaching and social services that are beneficial and usable for people and Cambodia as a whole”.

Missions
In order to ensure and achieve the above vision, the university has been committed to carrying out the following main missions:
- Apply leadership and build superiority culture throughout the university that will enable the university to become the leading one;
- Promote and enhance the culture of value of Cambodia and love of nation;
- Provide a rich education in order for all students to acquire benefits generated from potency of the university and arrange them to become human resources with productivity for the society;
- Provide competent and highly-devoted teachers or professors, state-of-the-art physical materials and an appropriate credit-system-based curriculum;
- Develop partnership with private companies, nongovernmental organizations, governmental institutions, experimental centers and various universities with education quality being regionally and worldwide accredited with the aim of making Human Resources University become a driving force in order to develop economy and harmony of Cambodian citizens.

Goals
1. Continue to promote quality of students;
2. Strengthen lecturing quality and lecturers’ or professors’ capacities;
3. Link higher education establishments with partners, communities, agents and universities with the quality being regionally and internationally accredited;
4. Build potency and superiority culture to students having completed their studies, vocational education studies and researches;
5. Continue to develop study curriculum in order to meet both regional and international demands;
6. Develop Human Resources University to become a university of multi specialties on the four sectors;
7. Ensure administrative and executive management facilities and physical materialistic facilities that fully support the university operation;
8. Arrange strategy for promotion of the Human Resources University to all circles, both internal and external.
