With the auspices for internal and local communities, especially from the Prime Minister Hun Sen and his madam and the Deputy-Prime Minister Sar Kheng as well as his madam , the Institute of Human Resources Development in the form of a non-governmental organization has been transformed in to the Human Resources University and has helped disadvantaged students from far-off provinces across the country Since 1998.
I. Annually, the University provides 30 disadvantaged students with full scholarships and free accommodation. Usually, the office for disadvantaged students conducts an evaluation on disadvantaged students in place before providing them with full scholarships and accommodation.
II. At the present time, there are 102 disadvantaged students staying at the University's dorms. Those students are monthly sponsored by the Prime Minister Hun Sen and his madam with two tons of rice and two million riels, and by the Deputy-Prime Minister Sar Kheng and his madam with US$ 1000 for food, accommodation and study at the University.
III. So far, the University has financially supported six disadvantaged students whose houses were on fire and who suffered from traffic accidents.
1. Him Sok Leang, female, whose house was on fire in the everning of April 14, 2004, was donated 45, 0000 riels.
2. Mean Raksmey, male year-three student(Academic Year: 2004-2005), who broke his leg from falling down the lift at the Ministry of Culture on May 13, 2005, was donated 45,0000 riels.
3. Heng Sophal, male, year-four student(Academic Year: 2004-2005), who had his right leg broken by a car on October 23, 2005, was donated 49,0000 riels.
4. Ry Ra, male, year-four student(Academic Year: 2004-2005), whose left leg was broken by a car on October 23, 2005, was donated 50,0000 riels.
5. Tith Sitha, male, year-three student (Academic Year: 2005-2006) has an accident with a car in which his thigh was broken, his wife and his in -law were injured and his 4 month-old baby died instantly in place. There fore, he was donated 1, 000, 000 riels.
6. Kun Sophorneary, female, year-two student(Academic year: 2005-2006)who died from falling down the steps of her house on Feb 27, 2006 at 2 o'clock in the afternoon, was donated 1,000,000 riels.
